(一)在思想认识上有较大突破。今年,我省发生了严重的水灾,省委、省政府主要领导带头进行灾后反思,并亲自为报刊撰文,发表重要谈话,反复强调“水利不兴,省无宁日,民无宁日”。并要求全省各级领导干部从大局和战略的高度深化对水利建设的认识。全省上下通过灾后反思,进一步认识到修水利除水害的重要性、必要性和紧迫性。现在,与其被迫出钱救灾,不如拿钱修水利已成为许多地方干部群众的共识。
