近日发布的《中共中央、国务院关于全面推进集体林权制度改革的意见》(下称《意见》)提出,用5年左右时间基本完成明晰产权、承包到户的改革任务。从2003年试点开始,集体林权制度改革已在多个省份推开。此次《意见》的出台,意味着集体林权制度改革的大幕在全国范围内拉开。
The recently released Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Reform of Collective Forest Tenure Systems (Opinions) put forward that the task of reforming property rights and contracting home should be basically completed in about five years. Since the 2003 pilot project, the reform of the collective forest tenure system has been launched in many provinces. The introduction of this “Opinion” means that the curtain of the reform of the collective forest tenure system will be opened nationwide.
