分析了目前水利建设工程概预算编制中存在的问题,即前期阶段概预算不够重视、计算方法和统计数据存在滞后性、经济与技术分离,提出了通过提高概预算编制人员的专业素质、完善内部编制管理制度和普及计算机软件编制三种手段进行改进,最后阐述了概预算编制的改进与提升的一些具体方法。
This paper analyzes the problems existing in the current budgeting of water conservancy construction projects, namely, the preliminary budgeting does not attach enough importance to the calculation, the calculation method and the statistical data lag behind, and the separation of economy from technology. The paper proposes that by improving the professional quality of the budgeting staff and improving the internal System management and popularization of computer software development of three kinds of means to improve, and finally elaborated some estimates of the improvement and promotion of some specific methods.
