社区是公民社会的基层组织,是公民社会自治的基本部门,也是现代社会治理模式的体现和要求,在大都市中的表现就是城市社区。在现代性转型时期,中国城市社区的产生,尤其是作为和谐社会发展过程中的基层组织,承载了政府社会职能转变的要求和补充。因此,我国城市社区的法治建设就体现为:社会治理与法治的统一,制度建设与能力建设的统一,体制建设与意识建设的统一。
Community is the grassroots organization of civil society, the basic unit of civil society autonomy, as well as the embodiment and requirement of the modern social governance mode. In the metropolitan area, the community is the urban community. In the transition period of modernity, the emergence of urban communities in China, especially as a grassroots organization in the process of the development of a harmonious society, carries the requirements and supplements of the transformation of the government’s social functions. Therefore, the construction of the rule of law in urban communities in our country is manifested as the unification of social governance and the rule of law, the unification of institution building and capacity building, and the unification of institution building and awareness building.
