廉租住房制度作为解决我国城镇最低收入家庭住房问题的主要途径,目前正处于起步和发展的阶段。提高其制度运行效果的关键之一就是对货币补贴和实物配租方式的权衡与选择。本文通过两种配租方式的比较,结合我国不同地区社会、经济、文化等实际情况,寻找最有效解决低收入家庭住房问题、缓解社会住房矛盾的廉租房配租机制。
As the main way to solve the housing problem of the lowest-income families in urban areas in our country, the low-rent housing system is at a stage of starting and developing. One of the keys to improving the operational effectiveness of the system is to weigh and choose the monetary subsidies and the physical renting arrangements. Based on the comparison of two renting modes and the actual social, economic and cultural conditions in different regions of our country, this paper tries to look for the rent-sharing mechanism of low-rent housing to solve the housing problem of low-income families and alleviate the contradiction between social housing.
