当今世界,政府应当为公民的幸福生活提供的最重要条件就是善治。2011年的春天,“幸福”被春风吹遍大江南北。其实,在全国两会召开前夕,“让人民幸福”就已经成为各地方政府工作报告以及“十二五”规划中出现频率颇高的用词。北京强调“让人民过上幸福美好的生活”;重庆宣示要成为“居民幸福感最强的地区之一”;广东则提出“把保障和改善民生作为建设幸福广东的出发
