医疗体制改革的核心是基本医疗保险与医疗保障制度建设。改革开放以来,政府逐步建立城镇职工基本医疗保险、农村新型合作医疗和医疗救助等医疗保障制度框架,医疗保障制度建设与政策模式选择取得了骄人的成就。但是,现行医疗保障制度框架设计与政策模式选择明显还存在一些不足,由此也引发人们对制度框架设计与制度安排目的的反思。
The core of medical system reform is the construction of basic medical insurance and medical security system. Since the reform and opening up, the government has gradually established the framework of medical insurance such as basic medical insurance for urban workers, new cooperative medical care in rural areas and medical assistance, and made remarkable achievements in the construction of the medical insurance system and the selection of the policy mode. However, there are obviously some shortcomings in the design of the current medical security system framework and the choice of policy mode, which also leads to the reflection of the purpose of system framework design and system arrangement.
