以广东省矿产资源型地区生态环境补偿现状为研究对象,通过分析广东省矿产资源利用状况和生态环境损失特点,提出了广东省矿产资源开发生态环境损失可以分为日常性和突发性生态环境损失,对于日常性生态环境损失采用建立生态环境补偿费制度的对策;对于突发性生态环境损失提出建立生态强制保险制度的对策。同时,指出促进矿产资源型地区的可持续发展,必须从机制层面解决矿产资源型地区生态环境补偿问题。
Taking the status quo of compensation for ecological environment in mineral resources area of Guangdong Province as the research object, this paper analyzes the characteristics of the utilization of mineral resources and the loss of ecological environment in Guangdong Province and points out that the loss of ecological environment in the development of mineral resources in Guangdong Province can be divided into daily and unexpected ecological environment For the daily loss of ecological environment, the establishment of eco-environmental compensation fee system measures to adopt; for the sudden loss of ecological environment to establish ecological compulsory insurance system countermeasures. At the same time, it is pointed out that to promote the sustainable development of mineral resources-based areas, the compensation of ecological environment in mineral resources-based areas must be solved at the mechanism level.
