On the noon of July 31, 1937, Chiang Kai-shek and his wife banquet invited celebrities such as Hu Shi, Dean of Peking University Liberal Arts Institute, Mei Yiqi, President of Tsinghua University, and Zhang Boling, President of Nankai University to discuss the plan of the Anti-Japanese War. During the meeting, Chiang Kai-shek informed the government that it was determined to rise from a war and said it could support six months. In response, Zhang Boling agreed, while Hu Shih, who once sought and fantasized, was worried and made no statement. Not long afterwards, in order to call for international solidarity and support, Qian Changzhao, the executive deputy director of the Ministry of Education, proposed to the Ministry of Foreign Affairs that when he was sent to Europe and the United States for overseas Chinese and culture
