为进一步推进全市“解放思想,转变观念”系列教育活动的开展,推进“五个工程”的实施,哈尔滨市委宣传部、市社科联、《学理论》杂志社、市社科院于2000年4月26日联合召开了“解放思想,转变观念,推进科技先导工程的实施”研讨座谈会。市直机关部门主管科技工作的领导同志和部分专家学者参加了研讨座谈会。市社科联党组书记、常务副主席周书明主持会议,副市长王世华莅会并讲话。会议就实施科技先导工程的必要性、推动科技长入经济等问题达成了共识。观点综述如下:
