一、搞好海河流域的水土保持工作,有其特殊的重要意义海河流域地处首都北京周围,把流域内的各项工作搞好,对全国是有很大影响的。从水利上讲,海河流域面临两大问题,一是水资源严重不足;二是洪水的危害依然存在。一旦发生较大洪水,还会造成很大损失。这两个问题都与搞好水土保持工作有密切的联系。从经济发展上看,流域内省、市、区之间发展很不平衡,省区内的山区和平原也有很大差别,丘陵
