简述了2012年7月30日和7月31日在印度发生大停电事故的过程。通过分析2次事故之间造成系统崩溃规模差异的原因,指出:缺乏主动控制措施导致大量潮流跨网转移超出电网转供能力是印度大停电的关键原因,而由输电断面开断事件自动触发集中切机和切负荷控制是防止类似事故发生的最有效的紧急控制措施,并可以从风险的观点来审视其经济上的合理性。从紧急控制技术的视角,总结了为保障控制有效性而需要进一步深化的工作,包括装置判据的研究、动作逻辑与系统响应交互影响的分析、控制效果对电网运行工况的适应性校核、紧急控制措施运行管理的加强等。
A brief description of the blackout occurred in India on July 30 and July 31, 2012. By analyzing the causes of the difference in scale between two accidents, it is pointed out that the lack of active control measures leads to a large number of power transits across the network beyond the power transfer capability is the key reason for a major power outage in India. Cutting machines and load shedding control are the most effective emergency controls to prevent similar accidents and can be economically justified from a risk standpoint.
