从消除平均主义,实行按劳分配,到按劳分配为主体、多种分配方式并存;从效率优先,兼顾公平,到初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平,我国改革开放以来分配理论经历了一个不断发展与创新的过程。我们要在科学发展观指导下,坚持以人为本核心,按照效率、公平、共享原则,深化收入分配制度改革。
