“到过了西沙就是西沙人,成了西沙人就有了西沙不了情,神圣的领海,庄严的主权,爱国爱岛爱海洋,是我们日夜守护的国土……”这首《西沙不了情》唱出了守岛官兵爱西沙的真挚感情,歌曲创作完成后刚贴在“哨兵政工网”上就被官兵广为传唱。至今,西沙原创音乐MTV已经拍摄制作了10首经典歌曲。西沙可以缺淡水,但不能缺先进文化的滋养;西沙生活物资可以贫瘠,但守岛官兵的精神一定要富足。对此,水警区党委重温1982年中央军委授予中建岛守备队“爱国爱岛、天涯哨兵”荣誉称号历史背景,提出构建“哨兵文化”来继承发扬光荣传统,充分利用各种文化资源、文化形式和文化手段,积极探索独具海岛特色的先进军事文化,用“哨兵文化”构筑戍边官兵精神高地。
