盐城市地处江苏省东部沿海,属黄淮冲积平原,地质结构特殊,地壳浅层由松散的泥沙堆积而成,松散层厚度平均在200米至1600米不等。因此,过度开采地下水资源极易发生地面沉降,引发地质灾害。为了切实加强地下水资源管理,防止地质环境灾害发生,近几年来,该市认真贯彻实施《水法》、《取水许可制度实施办法》和《江苏省水资源管理条例》等法律法规,坚持依法治水、管水、合理开发利用地下水资源,使水资源管理逐步走上科学化、规范化轨道。目前,已基本控制了地下水开采量迅猛增长的势头,部分地区水位降落漏斗中心水位埋深,已有不同程度的回升。
Located in the eastern coast of Jiangsu Province, Yancheng belongs to the Huanghuai alluvial plain with special geological structure. The shallow crust of the earth is formed by the accumulation of loose sediments, ranging from 200m to 1600m in average. Therefore, over-exploitation of groundwater resources prone to land subsidence, triggering geological disasters. In order to effectively strengthen the management of groundwater resources and prevent the occurrence of geological and environmental disasters, in recent years, the city has conscientiously implemented the laws and regulations such as the “Water Law”, the “Measures for the Implementation of the Water Absorption Permit System” and the “Regulations of Jiangsu Province on Water Resources Management” , Water management, rational development and utilization of groundwater resources, water resources management gradually embarked on a scientific and standardized track. At present, the momentum of the rapid growth of groundwater exploitation has been basically controlled. In some areas, the water level at the water level dropping funnel center has been buried and has been recovered to some extent.
