地方政府投融资平台下的城市开发公司要从项目公司模式向综合城市开发和运营模式转变,在设计管理方面必须适应多元角色转换。在设计管理方法上从以实现蓝图为目标向综合开发协调转变,从组织技术性工作组向搭建项目管理平台转变,从设计管理向全生命周期规划与策划转变。在工作机制上应根据项目特点灵活制定工作架构,积极创造工作平台。
