党的十五届四中全会确定了国企改革和发展的大略方针，把握好国企改革的重要环节是国企改革成败的关键。本文在探讨国企改革的重要环节的基础上，就国有中小型企业的改革发展中出现的问题进行了相关的分析，提出了建设性的意见。
The Fourth Plenary Session of the 15th Central Committee of the Communist Party of China established the general guideline for the reform and development of state-owned enterprises. Grasping the important links in the reform of state-owned enterprises is the key to the success or failure of state-owned enterprises reform. Based on the discussion of the important links in the reform of state-owned enterprises, this paper analyzes the problems that appeared in the reform and development of state-owned small and medium-sized enterprises and puts forward constructive suggestions.
