“水是农业的命脉”,如何开采利用水资源是值得很好研究的一个重大课题。赵怀壁等同志通过调查收集了较多的资料,对玛纳斯河西岸泉水溢出地带的冬季泉水变化及冬季抽水入库效益作了比较详细的分析研究,提出了新的看法,不同意当前抽水的措施,这种探索态度是很好的。我们本着“百家争鸣”的方针,特将他们写的文章予以发表。其目的是引起有关方面的关注,进一步弄清泉水变化规律,找出最佳开采利用方案,更好地促进生产的发展。
