一、民兵發展情况全縣民兵,大部是在去冬今春發展起來的,發展方式有三種:(一)解放後,隨着區鄉政權的建立,結合剿匪肅特工作,為維持地方治安,在羣眾自願的基礎上組织民兵。如二區的葛家灘乡、三區的翟家所鄉的民兵,即是由於一些羣眾对土匪憤恨、或打土匪有了成績與信心而組織起來的,後來即由政府加以整理领导。這是最好的一種,而且在工作上起了很大作用。(二)各種工作中湧现出的一批積極份子,經審查
