推进城乡统筹发展,消除城乡二元结构,实现城乡一体化是一个历史过程。我国城乡统筹发展的重要举措之一是农业税费改革,取消农业税征收极大地解放了农村生产力。加快新农村建设、推动农业供给侧改革和加强脱贫攻坚工作是实现城乡一体化发展和全面小康社会的重要举措。要实现城乡一体化,需对人口城镇化保持足够的耐心,逐步解决人口城镇化中的突出问题,推进农村土地制度改革,缩小脱贫攻坚的地区差距,以新型城镇化和新农村建设双轮推进我国“三农”发展。
To promote the coordinated development of urban and rural areas, eliminate the dual structure of urban and rural areas and realize the integration of urban and rural areas is a historical process. One of the important measures for the overall development of urban and rural areas in our country is the reform of agricultural taxes and fees. The abolition of the agricultural tax collection has greatly liberated the rural productive forces. Speeding up the construction of a new countryside, promoting agricultural supply-side reform and strengthening poverty-relief work are important measures to realize the integrated development of urban and rural areas and an overall well-to-do society. In order to realize the integration of urban and rural areas, we need to be patient enough for population urbanization and gradually solve the outstanding problems in population urbanization. We should push forward the reform of rural land system and narrow the regional disparities in poverty alleviation. With the new-type urbanization and new rural construction promoted China “three rural ” development.
