随着区域经济快速发展和城乡一体化进程的加快,在城乡结合部和农村地区,出现不少未经规划行政主管部门许可建设的违法建设,主要用于商场、市场、餐饮、洗浴、住宿、生产加工、娱乐等各种经营活动。这些违法建设,有的存在时间较长,已经形成一定规模;有的刚刚建成或正在建设。从消防安全角度来看,这些违法建设在设计、建设和使用环节,未经相关政府行政主管部门许可或检查,消防安全状况普遍较差,有些火灾隐患比较突出。如何做好对违法建设的消防监督管理工作,已经成为当前遏制重特大火灾事故发生,
