多年来,我省各界对“科技是第一生产力”这一命题进行了从理论到实践的广泛探索。这期间,从全省的角度看,提出“科技立省”、“科教立省”等口号,但是人们普遍感到多形式,少内容。 科学与技术,是两个不同的概念,分属于不同的范畴。通俗地说,科学是解释和揭示客观事物是什么、为什么;而技术则告诉人们如何做。就科学和技术的不同属性来讲,技术更接近经济,更接近社会。
Over the years, our province has extensively explored the proposition that “science and technology are the primary productive forces” from theory to practice. During this period, from the point of view of the province, the slogan of “establishing a provincial science and technology” and “establishing a province under the guidance of science and education” was put forward. However, people generally feel many forms and less content. Science and technology are two different concepts, belonging to different categories. To put it in a nutshell, science explains and reveals what objective things are and why; and technology tells people what to do. In terms of the different attributes of science and technology, technology is closer to the economy and closer to society.
