总所决定在“八五”期间编制《中国进出境植物检疫手册》,这是口岸植物检疫系统的一件大事。全系统必须通力协作完成这部内容浩繁的巨著。以《手册》作为植检法规的具体化在一些先进国家已实行。我们在总结经验的基础上,学习先进国家的这一长处,编制出具有我国社会主义特色的《手册》来,必将对我国植物检疫的标准化、规范化、程序化是个很大的促进。当然,由于这是一项新的工作,缺乏经验,也会遇到各种困难。今天发表姚文国同志的这篇文章算是开头,今后本刊将陆续报道有关编制《手册》方面的技术问题和有关信息,欢迎来稿进行交流。
The decision of the General Administration of China to compile the “China Entry-Exit Phytosanitary Manual” during the “Eighth Five-Year Plan” is a major event for the phytosanitary quarantine system at the port. The whole system must work together to complete this huge volume of books. The implementation of the “Manual” as a phytosanitary code has been implemented in some advanced countries. On the basis of summing up our experience, we learn this strength of advanced countries and compile a “handbook” featuring the characteristics of our socialism. It is bound to promote the standardization, standardization and proceduralization of phytosanitary measures in our country. Of course, since this is a new job, inexperienced, we also encounter various difficulties. The article published today by Comrade Yao Wenguo is regarded as the beginning. In the future, we will continue to report technical issues and relevant information concerning the compilation of the Handbook, and we welcome the contributions for exchange.
