下花园煤矿二井是煤与瓦斯突出(以下简称突出)较为严重的矿井。1974～1983年8月份共发生29次突出,突出煤量3333t,平均突出强度114.9t/次,最大突出强度1000t,最小突出强度9t。由于突出较为频繁,给正常生产衔接造成极大困难。因此,防治突出,减轻危害,提出预测和预报是二井在安全生产上急需解决的重大安全技术课题。
