截至2005年一季度末,全国共有医疗保险参保人员12708万人,江苏省也已达到1015万人。参保人数继续大幅增加的局面,使得——江苏省到2004年底,共有医疗保险经办机构93个,工作人员1831人,其中大部分经办机构同时还承担着工伤、生育保险和离休干部医药费统筹等经办业务,工作量之大可想而知。经办机构忙于扩面征徼、待遇核付、咨询宣传等事务,不堪重负,疲于应付,迫切需要建立社会化管理服务体系,把具体管理服务项目向社区前移。
As of the end of the first quarter of 2005, there were 127.0 million people insured for medical insurance in the country and 10.15 million in Jiangsu Province. As the number of insured persons continues to increase substantially, - by the end of 2004, Jiangsu Province has totally 93 medical insurance agencies and 1831 staff members, most of which are also responsible for occupational injuries, maternity insurance and retired cadres Charge co-ordination and other business operations, the workload can be imagined. The handling agencies are busy with expansion of the tax collection, payment processing, consulting and publicity and other services, overwhelmed, struggling to deal with, there is an urgent need to establish a social management service system, the specific management services to the community forward.
