本文是关于我国行政问责幅度的实证研究,以2003年4月—2011年12月间所发生的,中国政府网、人民网、新华网权威性媒体公布明确问责结果的108例问责事件为整体样本,对该样本进行细致归纳整理,从宏观上把握我国行政问责的规律(对个案的分析将在其它文章论述)。文章先对政府内部各部门的问责情况进行分析,然后从各类部门问责频次、各部门职位问责数量、各行政区划下问责幅度等方面论证我国行政问责幅度的不一致性,并追本溯源,挖掘出影响问责幅度的因素,得出相关结论,反映我国行政问责的客观现状。
This article is an empirical study on the magnitude of administrative accountability in our country. From April 2003 to December 2011, 108 cases of accountability with clear accountability results were announced by the authoritative media of China Government, People’s Network and Xinhua Net As a whole sample, the sample is carefully summarized, and the law of administrative accountability in our country is macroscopically analyzed (the analysis of each case will be discussed in other articles). The article first analyzes the accountability of various departments within the government, and then discusses the inconsistency of the scope of China’s administrative accountability from the aspects of the frequency of accountability of various departments, the number of accountability of each department and the scope of accountability under each administrative division To trace the origin and find out the factors influencing the scope of accountability, draw the relevant conclusions and reflect the objective status quo of our country’s administrative accountability.
