建设服务型政党是十八大对党的功能的重新审视,是推进国家治理体系和治理能力现代化任务的主要内容之一。建设服务型政党需要人民参与,因为人民参与服务型政党建设是其题中应有之义,是时代发展的必然选择,是民主发展的必然要求。建设服务型政党人民可以参与,因为其主客观条件日趋成熟。人民参与服务型政党建设的领域主要包括参与党员干部的选举、党的决策过程、对党的民主监督及党的社会服务活动等。人民参与服务型政党建设应做到坚持党的领导、有序参与,同时我们党应健全参与制度、发展党内民主。
Building a service-oriented political party is a re-examination of the Party’s functions at the 18th CPC National Congress and one of the major contents of the task of promoting the state governance system and the modernization of governance capacity. The construction of a service-oriented political party requires the participation of the people because people’s participation in the building of a service-oriented political party is a necessary part of its construction and is an inevitable choice for the development of the times and an inevitable requirement for democratic development. People building service-oriented political parties can participate because their subjective and objective conditions have matured. The areas in which people participate in building service-oriented political parties mainly include participating in the election of party members and cadres, the party’s decision-making process, the party’s democratic supervision and the party’s social service activities. The people should participate in building a service-oriented political party by upholding the party’s leadership and orderly participation. At the same time, our party should improve the system of participation and develop inner-party democracy.
