根据目前我国经济发展的情况和进口用汇存在的问题,我国目前不宜实行进口用汇核销管理制度,应在实行单一浮动汇率的基础上,主要采取关税和汇率杠杆来调节进口,由对外贸易经济合作部建立进口商品情况资料库;采取重点用汇跟踪管理制度;用《调节外汇投向指导序列》加以调控;将原来由中央所承担的进口任务转由地方承担;积极引导用汇投向;将外汇支出管理的重点由经常项目转到资本流出项目上来。
According to the current situation of China’s economic development and the problems existing in importing foreign exchange, China’s current import and export verification management system is not appropriate. It should adopt a single floating exchange rate based on tariffs and exchange rate leverage to regulate imports. The Ministry of Economic Cooperation establishes a database of imported goods; it adopts a centralized tracking and management system; it uses the “adjustment of foreign exchange investment guidance sequence” to regulate and control; transfers imported tasks originally undertaken by the central government to local governments; actively guides the use of foreign investment; The focus of foreign exchange expenditure management has shifted from current projects to capital outflow projects.
