暂行规定对申请资格作了如下规定:私营生产企业的注册资本和净资产均在850万元人民币以上,且连续两年年销售收入、出口供货额分别在5000万元人民币和100万美元(机电产品生产企业年销售收入、出口供货额分别在3000万元人民币和50万美元)以上。而私营科研院所除注册资本不能低于850万元之外,年销售收入300万元人民币以上,还需有经过省级以上主管部门认定的高新技术
