我国工程建设的安全水平尚处于发展阶段,在全国各种工业中,伤亡事故数量仅次于矿业和交通业,居第3位。每年由于施工事故造成的直接经济损失逾百亿元。特别是近年来重大恶性事故频发,已引起我国政府和人民群众的普遍关注。建筑业较低的安全水平已成为国家建设和谐社会的重要障碍。虽然国家为提高建筑业的安全水平,制定了更严格的法规制度,对事故的责任人做了更严厉的处罚,但安全水平仍没有得到质的提升。笔者认为,要提高建筑业的安全水平,必须找出造成事故的根本原因,从安全监管体制创新寻找突破口来解决这一问题。
The level of construction safety in our country is still at a developing stage. In all kinds of industries across the country, the number of casualties is second only to that of mining and transportation, ranking No. 3. Each year due to construction accidents caused by direct economic losses of more than 10 billion yuan. In particular, the frequent occurrence of major malignant accidents in recent years has drawn the widespread concern of our government and people. The low security level in the construction industry has become an important obstacle for the country in building a harmonious society. Although the state has made stricter regulations and systems to raise the safety level of the construction industry and imposed more severe penalties on those responsible for the accidents, the safety level has not been upgraded qualitatively. The author believes that to improve the safety level of the construction industry, we must find out the root cause of the accident and find a breakthrough from the innovation of safety supervision system to solve this problem.
