海峡两岸公共危机事件频繁发生,需要两岸政府共同协作应对,协作治理有其明显的优势,改变了传统公共行政的特点。但由于经济、法律等相关因素使两岸公共危机协作陷入困境。本文从社会力量角度出发,对协作的困境做出了回应。指出非政府组织在合作救援网络中的作用非常重要,与政府组织共同构成重要的救援主体体系。
The frequent public crises on both sides of the Taiwan Strait require the concerted efforts of the governments across the Taiwan Strait in coping and co-governance. They have obvious advantages and have changed the characteristics of traditional public administration. However, due to the economic, legal and other related factors, the cross-Strait public crisis cooperation is in a dilemma. This article from the perspective of social forces, made a response to the plight of collaboration. It is very important to point out the important role of non-governmental organizations in the cooperative rescue network and together with government organizations constitute an important body system for rescue.
