山东省对落实水利产业收费政策很重视,1995年初,省水利厅党组就提出了发展山东水利经济“一头两翼、两带一区”的构想,“一头”即以依法收费为龙头,把落实水利产业收费政策,坚持依法收费摆在了首要位置。我省本着用足、用好国家水利法规和产业收费政策的原则,先后制定并出台了水费、河道维护管理费、河道采砂管理费、水资源费、水土保持设施补偿费和水土流失防治费(以下简称“六费”)等五项与国家水利法规和产业
