从1988年开始,我们在全局范围内实行了目标化管理和承包经营责任制。1989,1990年两年我局与湛江市水电局签订了“双包双挂一奖惩”的承包合同,形成了纵横向全面的经济责任制,促进了管理工作的全面发展,提高了工程的综合效益。近几年来,在维修加同工程中共完成土方18.98万m~3,修建标准堤坝304.46km,坝坡植被36.64万m~2;清淤主河157.05km,清淤干支斗渠3736km,修建防渗干支斗渠280km;恢复和改善灌溉面积18.3万亩,使灌溉面积恢复到148万亩。尽管库区连年干旱,但渠首平均每年供水量仍达11.19亿m~3,保证了灌区用水。1989年,运河灌区粮食比上年增产15万t,1990年
Since 1988, we have implemented the goal of management and contract management responsibility system in the global scope.
