自2009年实施新一轮深化医改以来,江苏省各级财政按照公共财政支出要求,积极调整支出结构,加大对医药卫生事业投入,并着力创新对医疗卫生的补偿机制,投入资金重点向基层倾斜、向保基本倾斜,在大力推行医疗卫生专项补助绩效管理的基础上,实行了专项补助资金与绩效考评结果相挂钩等办法,力图通过财政补偿机制的改革,引导和促进医疗卫生运行管理、人事分配、绩效管理等制度的改革。
