The investigation team led by the State-owned Assets Administration Bureau conducted investigations on the reform of state-owned enterprises at county level in Hexian and Xing’an counties in Guangxi from September 13 to September 20, 1995. The investigation and the problems found are summarized as follows: Hexian County and Xingan County are the first counties in Guangxi to carry out comprehensive reforms and reforms of the enterprise property rights system.
