在训政前期,国民党用党法规定中国是一党制度,所以,这个时期的治国方式是名副其实的直接党治。从形式上看,党和国分别有一套组织系统,它们通过中政会来联系和沟通。从实际运作来看,由于党与国合为一体,党政之间还有其他的附属联系管道,它们是中执会、中常会和中监会。
In the pre-training period, the Kuomintang stipulated that China was a one-party system by using the party law. Therefore, the way of running the country during this period was a veritable direct party rule. From a formal point of view, the party and the state each have a system of organizations that connect and communicate through the Chinese government. As far as the actual operation is concerned, since the party and the country are united, there are other affiliated channels between the party and government. They are the Central Executive Committee, the Central Standing Committee and the China Securities Regulatory Commission.
