In October last year, Governor-General William Wilson put forward a “Rose Garden” construction plan in his policy address. It plans to spend 127 billion Hong Kong dollars (1990 to 1997) on expansion of Hong Kong’s capital construction from 1990 to 1997, including construction of a new airport, Port Road Traffic Network, including a huge infrastructure management. The “Rose Garden” project puts the Hong Kong treasury on a huge contradiction: on the one hand, it should try its best to maintain the existing low-tax system and on the other hand provide the necessary funds for future infrastructure projects.
