作为约束性指标,节能环保又一次成为2007年工作的重要目标。虽然面临诸多困难,石油人在这方面却不肯落于人后。2006年,我国各项经济指标都圆满完成,唯一打了折扣的是节能环保指标。“没有实现年初确定的单位国内生产总值能耗降低4%左右、主要污染物排放总量减少2%的目标。”——在2007年的人大会议上,温总理不无遗憾地坦陈。
