经国务院关税税则委员会全体会议审议通过,并报国务院批准,我国将从2002年1月1日起,履行加入世贸组织承诺的2002年关税减让义务,关税总水平由15.3％降至12％。 据国务院关税税则委员会办公室负责人介绍,根据我国加入世贸组织关税减让义务,2002年将有5300多个税目的税率不同程度降低,降幅面达73％。降低关税后工业品的平均税率为11.6％;农产品(不包括水产品)15.8％;水产品14.3％。工业品中,原油及成品油的平均税率为6.1％;木材、纸及其制品8.9％;纺织品和服装17.6％;化工产品7.9％;交通工具17.4％;机械产品9.6％;电子产品10.7％。其中水产品、原油及成品油、木材、纸及其制品、化工产品、交通工具、机械产品、电子产品的平均降税幅度均超过25％。此外,根据我国加入世贸组织议定书的规定,2002年我国将对小麦、豆油、食糖等10种农
