为切实加强水利管理,充分发挥现有工程效益,增强农业生产后劲,四川大竹县委、县政府1986年初对区乡领导干部管好所属水利工程提出了建立责任制的要求,并正式发文作了具体规定。其基本做法是: 一、建立水利工程维修整治责任制。对水利部门下达的除险加固、续建配套工程建设项目,区乡领导干部必须做到:(1)组织好劳力,完成计划投劳的90％以上;(2)负责组织好自筹资金,完成计划筹资的90％以上;(3)负责协调和解决本区乡内的各种纠纷。凡达到以上三条指标要求,并按设计在规定时间内完成任务,经县水电局和财政、农行共同验收合格的,按当年拨发的工程补助费的1～3％奖给该区乡领导干部。
