双边合同是电力市场的主要交易形式之一,其同样也可以应用于发电权交易。在当前广泛研究的发电权集中撮合交易市场的基础上,增加合同交易,即建立混合发电权交易市场,更有利于发电权交易市场的形成和健康运营,但同时也给阻塞调度带来了一些新的问题。当系统发生阻塞因而需要削减负荷时,如何公平对待2类不同的发电权交易,即如何适当地确定各类交易的削减量,是一个值得研究的问题。为此,发展了适用于有混合发电权交易市场的电力系统阻塞协调调度模型,提出了通过公平性约束实现对不同类型的发电权交易的公平调度。最后,以IEEE单区域RTS96系统为例,说明了所提出的模型和方法的基本特征。
