从分析电价的容量成本、电量成本、容量效益、电量效益这四大基本要素入手 ,应用边际成本理论和效益按风险、成本平均分摊的原则 ,导出水电站上网价格实时电价 .从经济学角度和会计学角度分析了实时电价的可操作性 ,从还贷角度用年金梯度系数将经济学电价与会计学电价有机地结合起来 .还提出了水电站建设期成本按两步走方式计入电价的观点 .
Starting from the analysis of the four basic elements of capacity cost, electricity cost, capacity efficiency and electricity efficiency, the paper uses the principle of marginal cost and the principle of risk and cost apportionment to derive the real-time electricity price of grid-connected hydropower station.From the perspective of economics and accounting The feasibility of real-time electricity price is analyzed from the angle of repayment, and the economic power price and the electricity price of accounting are organically integrated with the pension gradient coefficient from the perspective of repayment of loan.It is also proposed that the cost of hydropower station should be included into the electricity price in two steps.
