安徽经济体制改革,在农村改革推动下,起步较早。1979年开始在部分企业搞亏损包干,试行“滚雪球”等办法,鼓励企业扭亏增盈,积累资金、自己投资改造建设,提高素质,扩大生产能力。以后又在九个县试行财政包干,在计划、外贸、商业等方面进行了一些初步改革。1984年,省委、省政府发了专项文件,对搞活工商企业采取了多方面的改革措施。近两年,我省根据中央的决定作出了新的改革部署。省委、省政府先后颁发了八个有关推进经济体制改革文件,三次召开全省改革工作会议,全面推开了以城市为重点的
Anhui’s economic reform, started by rural reform, started earlier. Starting in 1979, some enterprises started to make losses and try out “snowballs” and other measures to encourage enterprises to turn losses into profits, accumulate funds, transform their own investment, improve their quality and expand their production capacity. In the next nine years, we tried out the financial package and carried out some preliminary reforms in planning, foreign trade and commerce.
