In February 1999, Queenstown Shipyard, located in Rhode Island, the United States, began construction of the new power attack submarine of the United States Navy in the 21st century - “Virginia”. It is estimated that the first “Virginia” ship will be launched in 2004. In the same month, U.S. President Clinton allocated 1 billion U.S. dollars to the new-type submarine in the defense budget for 1999-2000 and demanded that the military speed up its construction. “Virginia” class submarines were designed specifically for offshore operations because the United States Navy believes that 21st-century maritime conflicts are most likely to occur in the shallow waters of the nearshore.
