(一)今年我省二千三百万亩小麦和七百万亩夏杂粮,经过广大农民群众连续奋战,普遍生长良好,比去年更大的丰收大有希望。应当看到今年小麦生长密度大,长得高,产量和收割的工作量都将成倍或几倍地增加;以产麦为主(?)地区,小麦成熟期相当集中,又和夏耕、夏播、夏耘挤在一起,时间十分紧迫;加之各项建设事业都在跃进,农村劳动力不足,这就加重了今年夏收的艰巨性和复杂性。为此,各级党委和人民委员会必须在做好夏收作物后期管理的同时,提前动手做好夏收的一切准备工作,特别是县、社、生产队应迅速建立夏收指挥部,立即着手进行准备。要教育干部和广大群众,充分认识今年夏收工作的特点和取得丰收对进一步巩固人民公社、改善人民生活的重大意
(1) This year, 23 million mu of wheat and 7 million mu of summer miscellaneous grains in our province were generally battled well after the majority of peasants and masses were well-to-do, promising more than the great harvest last year. It should be noted that the density of wheat growing this year, the height is high, the output and harvesting workload will be doubled or multiplied; to wheat-based regions, the wheat maturity is quite concentrated, and summer farming, Summer broadcasting and Xia Yun are crowded together. The time is very tight. In addition, all construction projects are leaping in and the rural labor force is not enough, which aggravates the arduousness and complexity of this summer’s harvest. To this end, the party committees and the people’s committees at all levels must do all their preparations for the summer harvest well in advance while doing the post-summer management of summer harvest crops. In particular, counties, communities and production teams should promptly set up the summer harvest headquarters and start preparations immediately. We must educate cadres and the broad masses of the people, fully understand the features of this summer’s harvest and the great significance it has achieved in further consolidating the people’s communes and improving people’s livelihood.
