近10年来,随着房地产开发的推进,大量住宅小区,高层楼宇和各类住宅投入市场,进入消费,据不完全统计,全国5万平方米以上的住宅小区约有4000多个。由于大量住宅小区投入使用后,管理工作跟不上,多个产权单位多头管理、各部门又各自为政,使得大多数住宅小区管理机制不健全,管理经费无渠道,管理措施不到位。直到去年全国评了28个文明小区,仅占当时全国小区总数的7‰。尽管小区的环境建设和配套有明显改善,但是小区环境脏乱,一年新、二年旧、三年破的现象又十分突出。加上小区的社区服务又跟不上,居民意见很大。
