党的十六大通过的新党章第32条中明确规定:“实行行政领导人负责制的事业单位中党的基层组织,发挥政治核心作用。实行党委领导下的行政领导人负责制的事业单位中党的基层组织,对重大问题进行讨论和做出决定,同时保证行政领导人充分行使自己的职权。各级党和国家机关中党的基层组织,协助行政负责人完成任务,改进工作,对包括行政负责人在内的每个党员进行监督,不领导本单位的业务工作。”
