社会主义市场经济需要法制,市场经济条件下的区域经济也需要法制。在全国大力推进区域经济发展的新形势下,构建区域经济法体系,有利于推进主体功能区建设,促进区域经济协调发展。而构建区域经济法框架离不开对区域经济法调控主体的研究,区域经济法调控主体的组成应为宏观调控主体和中观调控主体。法律关系主体是指在法律关系中享有权利和履行义务的个人或组织。没有主体,法律关系就无从谈起。因此区域经济法律关系的研究也离不开对区域经济法主体,尤其是区域经济关系宏观调控主体的法律制度研究。
