河南《平顶山日报》一直非常重视法制新闻报道。1999年起,该报增设《法制周刊》,每周一期,周四出版。周刊主编卢拥军长期从事政法系统采访报道,经验丰富,善于创新,把《法制周刊》办得有声有色,使之成为《平顶山日报》的一个品牌栏目,在广大读者中有较大和深远的影响力。2012年,他将发表的法制新闻精心选择后,分类写成法制系列著作:《拥军拍案》、《卢眼看法》、《拥军解法》、《卢评贪渎》。这几部书不仅是法制新闻作品集,更是法制报道的经验集成,为今后的法制报道提供了可资借鉴的样本。
