蓝色经济既是一种经济形态,又是一种新的经济发展模式,它在本质上首先应该是生态经济,保护生态环境正是发展蓝色经济的基础。在山东半岛蓝色经济区建设中,烟台市在环境保护方面已经取得很大成绩,然而烟台市目前在发展蓝色经济中仍面临严峻的挑战,需要进一步提高全民的环保意识,建立和完善环保机制,加大环保投入,培养和聚集环保人才,从而推进烟台市环保技术的创新和产业化。
Blue economy is not only an economic form, but also a new mode of economic development.
